인천화교협회 누리집 공지 목록에는 「永久居留權外國人十年一次更新簽證」, 곧 영주권 외국인의 10년 주기 갱신 안내가 지금도 올라 있다. 본지가 열람한 본문의 게시일은 2019년 10월 28일로 표기되어 있으며, 오늘 새로 올라온 공지는 아니다.

공지에 따르면 대상은 F-5 영주 자격을 얻은 지 10년이 넘은 사람이다. 갱신 기한으로는 2020년 9월 20일이 적혀 있어 이미 지난 날짜다. 따라서 이 글을 현재의 마감 안내로 읽어서는 안 되며, 지금 적용되는 기한과 절차는 이 공지만으로는 확인되지 않는다.

신청 절차로는 먼저 온라인으로 예약한 뒤 관할 출입국 기관의 지정 창구를 찾아가는 방식이 적혀 있다. 준비물로는 외국인등록증, 신청서, 여권, 여권용 사진 1장, 거주 사실 증빙, 수수료 3만 원이 열거되어 있다. 이 금액과 서류 목록은 2019년 당시 기준이므로 현행 규정과 같은지는 확인되지 않았다.

함께 적힌 신고 의무

같은 공지는 갱신 외의 신고 의무도 함께 알린다. 여권을 바꾸면 40일 안에, 해외에서 바꾸었다면 입국 후 14일 안에 신고해야 한다고 적었다. 주소가 바뀌면 14일 안에 주민센터 또는 새 거주지 관할 법무부 기관에 알려야 한다는 내용도 있다.

화교 자녀가 태어나면 90일 안에, 사망하면 30일 안에 신고하고 사망자의 외국인등록증은 법무부에 반납해야 한다고 안내했다. 위반하면 과태료를 물 수 있다는 문구도 있다. 문의처로는 협회 전화 두 개가 적혀 있고, 한국어 보도자료(HWP)가 첨부되어 있다고 한다.

본지는 현행 갱신 대상·기한·수수료를 별도 공식 자료로 대조하지 못했다. 영주권자 본인은 협회 사무실이나 관할 출입국·외국인청의 최신 안내를 먼저 확인하는 것이 안전하다. 새 안내가 확인되면 본지가 보완하겠다.

Incheon Chinese association's board still carries a ten-year permanent-residence renewal guide, an old 2019 post with points to recheck

The notice list on the Incheon Overseas Chinese Association website still shows a guide titled, in Chinese, on the once-every-ten-years renewal for foreigners with permanent residence. The text this paper read is dated October 28, 2019, so it is not a newly posted notice.

According to the notice, it covers people who have held F-5 permanent-resident status for more than ten years. The renewal deadline it states is September 20, 2020, which has long passed. It should therefore not be read as a current deadline, and the deadline and procedure that apply now cannot be confirmed from this notice alone.

The procedure described is to book online first, then visit the designated window of the competent immigration office. The documents listed are the alien registration card, an application form, a passport, one passport photo, proof of residence and a fee of 30,000 won. These figures and the document list reflect 2019, and whether they match current rules was not confirmed.

Reporting duties listed alongside

The same notice also reminds readers of other reporting duties. A replaced passport must be reported within 40 days, or within 14 days of re-entering Korea if it was replaced abroad. A change of address must be reported within 14 days to the community center or the competent Ministry of Justice office.

A child's birth must be reported within 90 days and a death within 30 days, with the deceased's registration card returned to the Ministry of Justice. The notice says violations may bring fines. It lists two association phone numbers and says a Korean-language press release in HWP format is attached.

This paper did not cross-check the current eligibility, deadline or fee against another official source. Permanent residents are best advised to check first with the association office or the competent immigration office for the latest guidance. This paper will update when newer guidance is confirmed.
