Paraguayan President Santiago Peña announced his resignation on Thursday, November 5 (local time), in the fallout from the collapse of the digital bank ueno. Al Jazeera and Crypto News reported that Vice President Pedro Alliana will take over if Congress accepts the resignation.
According to Al Jazeera, citing Reuters, Peña, regarded as an ally of US President Donald Trump, said in a video address that he acted with the country’s stability, social peace and the need to preserve democratic institutions in mind. Earlier the same day he lost support among some members of his own party, the opposition called an extraordinary session to begin filing an impeachment motion, and protesters demanded he step down. Crypto News said the announcement came during an extraordinary Chamber of Deputies session on impeachment.

Crypto News reported that Paraguay’s central bank opened resolution proceedings against ueno on November 3, following a unanimous board decision dated November 2. Adjustments to its financial statements during a regulatory process pushed its solvency ratio below half the required minimum. In an October 14 statement ueno said it had met regulatory requirements, while acknowledging a separate administrative proceeding over a loan-portfolio sale that it said did not break the rules.
About 3 million customers lost access to their accounts, and Reuters reported that ueno administered close to $850 million in public funds. Initial payments go to depositors with combined deposits of no more than 10 million guaraníes, no debts to ueno and an active account at another domestic institution, who receive their full balance. The statutory insurance ceiling is 228.3 million guaraníes per institution, and later payment groups are to be announced by the central bank. Al Jazeera’s article did not use the phrase ‘deposits frozen’.
The succession process and open questions
Under Article 202 of the constitution, Crypto News said, Congress must accept or reject the resignation, and if it accepts, Alliana serves until the term ends. Peña took office in August 2023 and his term ran to 2028. Lawmakers accused him of conflicts of interest, misuse of pension funds and institutional cover-ups linked to the ueno collapse; these are lawmakers’ allegations, not judicially established facts in the reports we checked. Peña’s response to them has not been confirmed.
Paraguay is generally described as the only country in South America that maintains diplomatic relations with Taiwan. How the resignation might affect ties with Taipei, and how the Taiwanese government reacted, do not appear in the reports we checked and remain unconfirmed. Alliana’s foreign-policy line has likewise not been confirmed at the time of writing, and Reuters described the story as still developing.
