Three-way peace talks among Russia, Ukraine and the United States will resume in Abu Dhabi, United Arab Emirates, on Nov. 10-11 after about nine months. The Kyunghyang Shinmun reported that the Kremlin confirmed its delegation will attend, and that work toward a Putin-Trump-Xi summit is proceeding in parallel.
According to the Kyunghyang Shinmun, citing Russia’s TASS news agency, Kremlin spokesman Dmitry Peskov confirmed at a briefing on Tuesday, local time, that a Russian delegation will attend. US presidential envoy Steve Witkoff posted the schedule on X the day before, naming postwar security arrangements, de-escalation, humanitarian aid and further peace steps as the main agenda items. Reuters reported that Witkoff and Jared Kushner, President Trump’s son-in-law, will attend for the US side.

President Putin is reported to have agreed to resume talks after meeting Witkoff in St. Petersburg on Oct. 21.
A US-China-Russia summit in the works
Peskov said a three-way summit of Putin, Trump and Chinese President Xi Jinping is also being pursued. It is being discussed on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in Shenzhen, China; he said China is playing a leading role in making it happen and hoped working-level coordination would wrap up within days. China’s official position was not found in the reports we reviewed.
Putin proposed a three-way meeting at APEC in a call with Trump in early October, and Trump reportedly said he could agree in order to discuss arms control. The date, venue and confirmation of attendance for the summit have not been confirmed.
Ukraine is concerned that the leaders of the US, China and Russia could discuss or settle the war without Kyiv. The Russian team appears to be led by Vladimir Medinsky, the former culture minister who has headed the talks so far; the composition of Ukraine’s delegation has not been confirmed. Reports that First Lady Melania Trump will receive Russian and Ukrainian delegates did not appear in the coverage we reviewed.
