Kremlin spokesman Dmitry Peskov said on the 26th that the decision to resume trilateral talks implies no restriction on Russia's military operations. He said Russian forces continue large-scale attacks on Ukraine's defense-industrial facilities, while adding that local ceasefires for humanitarian purposes are possible.
Kyunghyang Shinmun, citing AFP, reported that Peskov told reporters on the 26th that reopening talks with US participation does not constrain the Russian military. The report does not give the earlier dates, venue or agenda of the talks.

AFP noted that in recent weeks Russia has stepped up drone and missile attacks, hitting energy facilities near major cities. Kyiv says Moscow aims to leave Ukrainians in cold and darkness through the winter.
Local ceasefires and Oleshky
Peskov said Moscow can agree to local ceasefires for humanitarian purposes. Asked about more truces, he said they were ‘naturally possible’ if humanitarian in aim. He welcomed the local ceasefire in Ukraine's Oleshky area announced by the White House last week, due to begin on the morning of the 27th local time.
Beyond the White House ceasefire announcement, the report gives no broader US position. How far the truce will apply and how each side will verify it are not known. The gist of the Kremlin's message is that local ceasefires and frontwide military operations are separate matters.
Wariness over public talk on territory
Responding to President Zelensky's comments on territorial talks, Peskov said discussing such details in public could harm the peace process, but added that every issue could be raised within peace efforts. In an interview on the 25th, Zelensky argued that territory should be handled at the leaders' level, with other matters left to working and technical groups.
AFP recalled that last year Russian attacks left millions without heat and power, with temperatures falling to minus 20 degrees. With talks resuming alongside military pressure, whether the Oleshky truce widens is the near-term point to watch.
