The fifth plenary session of the 20th Central Committee of the Communist Party of China will be held in Beijing from Oct. 26 to 29. According to official announcements, its main item is a draft decision on strengthening Party governance; whether documents related to the 15th Five-Year Plan are on the agenda has not been confirmed.
According to People's Daily Online, the Political Bureau of the CPC Central Committee met on Sept. 21, chaired by General Secretary Xi Jinping, and decided to convene the fifth plenary session of the 20th Central Committee in Beijing from Oct. 26 to 29. Taiwan's United Daily News, republishing a Deutsche Welle report on Oct. 23, also said the plenum would open next week.

It decided that the draft would be revised in line with the discussion and submitted to the plenum for review.
People's Daily Online said the draft sums up achievements and experience in Party governance since the new era began, analyses the situation facing Party building and sets out strategic arrangements for the period ahead. The meeting also studied other matters, but no details were released.
Link to the 15th Five-Year Plan unconfirmed
The recommendations for formulating the 15th Five-Year Plan (2026-2030) were adopted at the fourth plenary session of the 20th Central Committee in October last year. The official announcement for the fifth plenum does not mention the five-year plan, and it has not been confirmed whether plan-related documents will be taken up separately. No personnel items have been officially announced either.
In the Deutsche Welle report carried by United Daily News, some analysts said the meeting could be the last major Party meeting before the 21st Party Congress next year. The same report also noted the view that no major personnel changes or signals about succession are expected. By convention, the outcome is released in a communique around the closing day on Oct. 29.
