Chinese foreign ministry spokesperson Guo Jiakun took a question on US-China relations at the regular press briefing on the 22nd, asked about the thinking behind a video titled Constructive Strategic Stability posted to social media by the spokesperson's office the same day.

Guo said China is willing to work with the United States to keep enriching the substance of a constructive and strategically stable relationship, to strengthen dialogue and cooperation, to manage differences appropriately, to improve the well-being of both peoples and to promote world peace, stability and prosperity.

The phrase describes a new positioning for the relationship agreed by the two presidents in May of this year. It was presented as strategic guidance looking ahead three years and beyond, intended to support stable, healthy and sustainable development of ties.

The video was released on the eve of President Xi Jinping's state visit to the United States. The summit is scheduled for the 24th.

The Vocabulary Arrives First

In diplomacy, vocabulary often arrives before the meeting does. Once both sides begin repeating the same formulation, that formulation becomes the baseline for later negotiation. The appearance of constructive strategic stability in pre-summit material reads as an effort to lay that baseline in advance.

Whether the two capitals understand the same phrase to mean the same thing is a separate question. Washington explains it as a framework for managing competition; Beijing explains it as one of mutual respect and accommodation of core interests. Which reading is better reflected in the summit's documents will set the direction of working-level talks that follow.

What Changes for Chinese Communities Abroad

The language of a summit reaches visas, flight schedules, study abroad and remittances with a lag. When relations are steady, the thresholds for people-to-people exchange fall; when they tighten, that channel narrows first.
