US Treasury Secretary Scott Bessent described the US-China economic and trade consultations held in New York as very successful, saying the two sides had agreed to establish a dialogue mechanism on artificial intelligence.

The American proposal pairs an AI safety dialogue with a procedure for notifying each other of AI-related incidents that could escalate to the national-security level. Military misjudgment and large-scale cyber incidents are among the categories both sides regard as risks in common.

On tariffs, the talks covered mutual reductions on non-strategic goods. China is reported to be prepared to lower duties on American energy products, with the United States lowering duties on Chinese medical devices.

US Trade Representative Jamieson Greer said of the truce, however, that no agreement was expected that day, since the arrangement does not expire until November and there is time to discuss specific terms. The truce lapses on November 10.

What a Channel Can and Cannot Do

Nuclear-age powers kept direct lines open to reduce misjudgment. The discussion of an AI notification system appears to draw on that precedent. Yet the definition of an AI-related national-security incident is itself a matter for negotiation.

Secretary Bessent also suggested that President Trump and President Xi could meet twice more before the end of the year, pointing to management through repeated contact rather than a single decisive summit.

China's commerce ministry described the consultations as constructive communication under principles of mutual respect and shared benefit, and a Huanqiu editorial argued that stronger cooperation between the two serves the world.

East Asian markets follow this closely. Semiconductor and component firms in South Korea and Taiwan have adjusted inventories and capital plans between the two governments' measures. Whether the truce is extended, and on what terms, is counted among the variables for fourth-quarter forecasts.
