The Plenary Session as an Institution
The Party normally holds seven plenary sessions during the five-year term of a Central Committee. The subject matter of each is broadly settled by its number, and the fifth plenum has been the session that addresses economic and social development planning.
October 2026 falls in the first year of the 15th Five-Year Plan. A plenum held at the opening of a plan period is expected to take up questions of implementation.
