Police investigating the death of a foreign sailor who fell from a ship booked five people involved, Kyunghyang Shinmun reported. In the course of the inquiry, circumstances were found in which the cabin door was locked and a guard watched the sailor before the accident.

Police are investigating how the fall occurred, whether there was conduct that could be seen as surveillance or confinement, and how it relates to the death. The facts are still under investigation, and no charges are settled.

It has long been pointed out that foreign workers and sailors are prone to fall into blind spots of rights protection because of language barriers and isolated working environments. This case is seen as again exposing that structural vulnerability.

Migrant-rights groups urge a review of working conditions and safety, and of how effective relief procedures are when accidents occur—voices calling for institutional reinforcement.
