Xi attended the opening ceremony of the 2026 World Artificial Intelligence Conference and the high-level meeting on global AI governance and delivered a keynote address, Huanqiu reported.

Two documents were released. The Action Plan for AI Cooperation and Development addresses technical cooperation among states and wider access for developing countries; the International Action Plan for AI Ethics Governance addresses international coordination of ethical norms such as safety, transparency and accountability.

The foreign ministry said it would 'push for the world AI cooperation organization to begin operating as early as possible.' A Huanqiu editorial argued that 'facing the question of the AI era, the world awaits China's plan,' underscoring the meeting's significance.

The terrain of governance competition

Debate over international AI norms is running along several tracks. The European Union is implementing an AI act with risk-tiered regulation; the United States has paired corporate self-governance with export controls; and separate discussions proceed at the United Nations. China's proposed organization is an attempt to add another axis to that terrain.

International standards are not settled by technical advantage alone but by how many countries join a framework. Leading with access for developing countries reads as a design meant to widen that participation.

A day the market moved too

As it happened, a new AI model out of China shook global equities the same week. A hall debating norms and an exchange watching prices collapse in the same seven days shows that AI has long since passed beyond technical discourse into a matter where industry, finance and diplomacy interlock.
