He said China is willing to work with all parties to practise a vision of global governance based on extensive consultation, joint contribution and shared benefits, to pool strength through confidence and solve problems through cooperation, and to advance the Global Governance Initiative and a community with a shared future for mankind.
Three days, five sub-forums and 22 seminars
According to Qstheory.cn, the forum runs from Oct. 23 to 25 under the theme Rebuilding Confidence and Cooperation: Changes Unseen in a Century and Reforming Global Governance. It is hosted by the Chinese People's Institute of Foreign Affairs and co-organised by the Hebei provincial government, the Xiong'an New Area administrative committee, the United Nations Association of China, the China Institute of International Studies and China Foreign Affairs University.
At a press conference in Beijing on Oct. 16, institute president Wu Ken said guests from nearly 100 countries across the Global South, Europe and North America had confirmed attendance. About 70 percent are experts, scholars and public figures and about 30 percent are politicians, with invitees from the UN, climate change, artificial intelligence and multilateral trade fields.
The programme includes an opening ceremony and keynote speeches, five sub-forums with 22 seminars in total, and site visits to flagship projects in Xiong'an for delegates and journalists. Who read Xi's letter at the opening ceremony could not be confirmed.
Building on the Global Governance Initiative
Wu said the forum follows up on the Global Governance Initiative that Xi proposed at the SCO Plus meeting in Tianjin in September 2025. China has repeatedly said it supports a multilateral system with the United Nations at its core, and the foreign ministry recently stressed that the UN should play a central role in international affairs. How Western governments view the initiative in relation to the existing international order was not addressed in the reports.
