Huanqiu reported that the second regular meeting of the China-EU trade and investment consultation mechanism was held in Beijing on October 8-9, co-chaired by Commerce Minister Wang Wentao and European Commissioner for Trade and Economic Security Maros Sefcovic. Relationship framing and trade-investment balance
The first section defines the relationship. According to the report, both sides again described each other as stable, balanced key trading partners and agreed to handle differences and concerns within WTO rules. They also judged the mechanism to be running smoothly and efficiently.
The balance section has the most specifics. The sides will use the trade monitoring mechanism and explore whether tariffs on some goods could be lowered within WTO rules. They will hold technical dialogue on the EU Foreign Subsidies Regulation and exchange views on market access for medical devices and farm products.
Trade in electric and hybrid vehicles was also discussed. China said it wants to avoid escalation while protecting its firms' actual export interests; the report said the EU side will actively move forward procedures on price undertakings and reviews in the EV countervailing case. Export controls, IP, WTO reform and next steps
On export controls, both sides agreed to make more use of their dialogue mechanism. The report said the EU will keep working on key licensing cases for dual-use items and consider facilitation measures, and that both sides support substantively starting mutual delisting procedures under their own legal frameworks.
On intellectual property, they saw a need for staged goals, with the China-EU IP working group as the main channel. On WTO reform they backed the rules-based multilateral system and open, constructive discussion. A ministerial video conference is planned for January 2027 and the third meeting for March.
