대만 과자업체 乖乖의 타오위안 중리 공장 노조가 파업을 풀기로 했다고 자유시보가 5일 전했다. 노조는 2일 새벽 파업에 들어간 뒤 회사가 이주노동자를 공장에 투입하려 하자 반발해 무기한 파업을 선언했었다.

갈등의 뿌리는 공장 이전이다. 중리 공장 부지는 올해 7월 한 대형 기술기업에 567억 2천만 대만달러에 팔렸고, 회사는 9월 1일 공장을 신주로 옮기겠다고 발표했다. 직원들은 부지 매각 사실을 회사가 아닌 언론 보도를 통해 처음 알게 됐다며 불만을 터뜨렸다.

「구두 약속 말고 문서로」

노조는 9월 18일 조합원 총회를 열어 158명 가운데 149명, 94.3%의 찬성으로 파업을 가결했다. 노조는 회사의 구두 약속만으로는 고용 보장을 믿을 수 없다며 근로 조건을 문서로 확약할 것을 요구했다.

회사 측은 9월 1일부터 임금을 5% 올렸고, 내년 최저임금 4.7% 인상과도 기존 임금 체계가 충돌하지 않는다고 설명해 왔다. 파업 기간 회사가 생산 공백을 메우려 이주노동자를 투입하려 하면서 갈등이 한때 격화됐다.

乖乖는 대만에서 컴퓨터나 장비 위에 올려 두면 「고장 나지 않는다」는 속설로 유명한 과자로, 이번 파업은 대만 사회에서 큰 관심을 모았다. 공장 이전 과정에서 노동자와 어떻게 소통해야 하는지에 대한 숙제를 남겼다는 평가다.

The union at Taiwanese snack maker Guai Guai's factory in Zhongli, Taoyuan, has decided to lift its strike, the Liberty Times reported on Oct. 5. The union walked out early on Oct. 2 and declared an indefinite strike after the company moved to bring migrant workers into the plant.

The dispute is rooted in the factory's relocation. The Zhongli site was sold in July to a large tech company for NT$56.72 billion, and on Sept. 1 the company announced the factory would move to Hsinchu. Employees complained they learned of the land sale from news reports rather than from the company.

'Put it in writing, not just words'

At a members' meeting on Sept. 18, 149 of 158 union members, or 94.3%, voted to strike. The union said it could not trust job guarantees based only on verbal promises and demanded written commitments on working conditions.

The company said it raised wages by 5% from Sept. 1 and that next year's 4.7% minimum wage increase would not conflict with its pay structure. Tensions flared during the strike when the company sought to use migrant workers to fill production gaps.

Guai Guai is famous in Taiwan for the belief that placing a bag on a computer or machine keeps it from breaking down, and the strike drew wide public attention. Observers say it highlights the need for better communication with workers when factories relocate.
