The administration has conducted search-and-rescue drills and shared information with the Philippine Coast Guard. A visit would give those exchanges a more regular footing.
There is painful history as well. Relations froze after a Taiwanese fishing boat was fired on in 2013, and a fisheries cooperation agreement and liaison arrangements were built afterward.
As conditions in the South China Sea have grown more complicated, communication between coast guards has become more important. Contact between law-enforcement rather than military bodies is seen as carrying a lighter political burden.
The plan remains at the preparatory stage, and whether it happens will depend on both governments and on regional conditions.
For Taiwanese fishermen the matter bears directly on safety at sea. What counts in practice is how quickly rescue coordination begins when something goes wrong.
