평택항 4개월 억류 ‘프라다호’… 정부 “안보리 대북제재 위반 선박” 공식 확인

지난 3월 평택항에 들어온 뒤 출항 기록이 없던 화물선 ‘프라다호’를 한국 정부가 대북제재 위반 혐의로 억류 중이라고 공식 확인했다. 유엔 안보리 제재위가 지정 권고한 7척 중 하나로, 북한산 석탄·철광 운송에 관여한 정황이 문제가 됐다.

미국의소리(VOA)에 따르면 한국 정부는 관계기관 합동조사 결과 프라다호가 과거 안보리 결의를 위반한 정황이 확인돼 억류 중이라고 밝혔다. 이 선박은 ‘소피아(Sophia)’라는 이름으로도 불린다.

프라다호는 3월 13일 평택항에 입항한 뒤 넉 달 가까이 출항하지 못한 채 정박해 있다. 정부는 입항 정보를 토대로 세관·해경·정보 당국이 함께 선체와 서류를 조사했다.

이 배는 지난해 5월 미국·한국·일본·영국·호주·유럽연합(EU) 등이 함께 낸 제재 이행 성명에 이름이 오른 바 있다. 안보리 제재위는 지난해 12월 이 선박을 포함한 7척을 제재 대상으로 지정하라고 권고했다.

정부는 북한산 석탄과 철광석 수출에 관여한 혐의를 조사 중이며, 위반이 확정되면 국제사회와 공조해 후속 조치를 밟겠다는 방침이다.

재한 화인 무역업계에도 대북제재 위반 선박에 대한 감시 강화는 물류·보험·거래 심사에 영향을 줄 수 있어 주의가 필요하다.

정부는 “국제 의무를 성실히 이행하겠다”며 관련국과 정보를 계속 공유하겠다고 덧붙였다.

Pyeongtaek Port detains 'Prada' for four months; Seoul confirms 'a ship that violated UN sanctions on North Korea'

South Korea officially confirmed it is detaining the cargo ship 'Prada,' which entered Pyeongtaek Port in March with no departure record, on suspicion of violating sanctions on North Korea. It is one of seven vessels the UN Security Council sanctions committee recommended for designation, over apparent involvement in shipping North Korean coal and iron ore.

Per Voice of America, Seoul said a joint agency investigation found the Prada had apparently breached past Security Council resolutions and is being held. The ship is also known as the 'Sophia.'

The Prada entered Pyeongtaek on March 13 and has stayed for nearly four months without leaving. Customs, coast guard and intelligence authorities jointly inspected the hull and documents based on arrival data.

The vessel was named in a May sanctions-enforcement statement issued jointly by the U.S., South Korea, Japan, the U.K., Australia and the EU. In December the sanctions committee recommended listing seven ships, including this one.

The government is investigating suspected involvement in exports of North Korean coal and iron ore and says it will coordinate follow-up steps with the international community if a violation is confirmed.

Tighter monitoring of sanctions-busting ships can affect logistics, insurance and transaction screening for Chinese traders in Korea, warranting caution.

Seoul added that it will 'faithfully meet its international obligations' and keep sharing information with partner countries.
