The rain came as a stalled monsoon front lingered over the center of the country, delivering large volumes in short bursts. Localized cloudbursts with concentrated hourly rainfall drive river levels up abruptly, turning underpasses, semi-basement homes and riverside walkways — spaces that fill fast — into danger zones.

Most summer casualties in Korea in recent years have come from the same patterns: trapped in underground spaces, swept away while crossing swollen water, or caught in a collapsing slope. Where the danger comes from is already known; the question is how quickly people can be kept away from those places.

Authorities have prioritized closing riverside paths and underpasses, checking drainage in low-lying areas, and patrolling landslide-prone slopes. When an emergency alert arrives, postpone travel; where a road is already filling with water, go around. That is the baseline.

What Chinese households in Korea need

Korea's emergency text alerts are sent in Korean as a rule, which leaves an information gap for residents not fluent in the language. The interior ministry's 'Emergency Ready' app offers some multilingual guidance, and municipal support centers for foreign residents provide interpretation.

Incheon's Chinatown and Seoul's Yeonhui and Daerim areas, where Chinese-run businesses cluster, hold many low-lying storefronts and have flooded repeatedly. Fire authorities note that simply cutting the main breaker and checking drains before leaving a shop changes the scale of the damage.
